Media Publishes Full Text Of Ukraine's Peace Proposals

The Reuters agency publishes the full text of Ukraine's peace proposals, which the Kiev delegation plans to present at talks with Russia in Istanbul tomorrow.

According to the publication, the document read by journalists includes five paragraphs: "Key principles of the agreement and the negotiation process," "The next step is to agree on a ceasefire and the agenda for the leaders' meeting," "Ceasefire," "Confidence-building measures," and "Leaders' meeting."

The first paragraph lists the principles of the negotiations. In particular, it states a complete and unconditional ceasefire in the air, land and sea for at least 30 days. It is expected that the ceasefire will be monitored under the leadership of the United States with the participation of third countries.

The document also contains a proposal to exchange prisoners in the format of "all for all".

In addition, according to Reuters, the text mentions Kiev's refusal to remain neutral and provides for the possibility of Ukraine's accession to the European Union and NATO, the absence of restrictions on the size of the army and its deployment, as well as the presence of foreign troops on the territory of the country.

The document proposes to discuss territorial issues.

Kiev also allows for the phased lifting of sanctions against Russia with the possibility of their renewal and the freezing of Russian sovereign assets until reparations are paid in full.

The meeting of the two leaders is said to be a condition for agreeing on key points of a final peace settlement.
