One Of The Leading IT-businessmen In Russia Arrested

The Basmanny Court of Moscow handed down the judgment in absentia.
The co-founder of the large IT holding IBS Sergey Matsotsky has been arrested in absentia by Moscow's Basmanny court on charges of bribery, the press service of Moscow courts said. The businessman managed to leave Russia. Matsotsky is charged under part 5 of Article 291 of the Russian Criminal Code ("Giving a bribe on a particularly large scale"), writes The Moscow Times.
The businessman was among the most influential people in the Russian IT market. In August 2022, he was included in the list of leading IT-entrepreneurs in Russia according to the industry project TAdviser.
In the spring of 2020, the founders of IBS - Anatoly Karachinsky and Matsotsky - decided to split the business. Matsotsky created his own holding company, GS-Invest, which united a number of IT companies involved in software development and systems integration. Matsotsky worked extensively with the state and the Moscow government. For example, he agreed with Gazprombank to create a joint venture in IT and software.
In March 2021, CNews reported that Matsotsky launched a joint project with Andrey Cheglakov - co-owner of New Cloud Technologies (developer of the My Office package) and former vice president of Rostelecom. Their joint company was named Rusim. In the same month, Matsotsky also became the majority owner of L2U, a Russian company specializing in the development of IT products for the automation of technical support. The company's clients include both entities associated with Matsotsky (such as Budget and Financial Technologies and Rubitech) and third-party organizations, including Lokobank, Bank Soft Systems, Notamedia and Handysoft.
